Boise
Project Scheduling, including Critical Chain Scheduling, and Project Risk Management
The Challenge
The Boise Building Specialty Products Division is constructing a manufacturing facility to
produce a new building materials product. The product incorporates reclaimed and recycled
materials and is based on a process developed by Boise R&D. Bluewater
was initially tasked with providing construction scheduling and monitoring services. The work
request expanded to include planning the commissioning and start-up phases and helping
the team quantify and manage the risk associated with the start-up of a development process.
The Process
Bluewater staff worked directly with the construction management staff
and contractors to establish a baseline schedule that represented the coordination required
by the various process systems and contract scope packages. Progress was monitored and
reported on a weekly basis, using procedures suggested by Bluewater.
With respect to the development of the commissioning and start-up schedule, Bluewater
introduced the concept of critical chain scheduling as a method to identify and manage the
contingency associated with each of the start-up activities. We worked with the Boise Team
to evaluate the risks and task durations for each of the key start-up activities. This information
was combined with the process start-up logic to create the schedule.
The Results
The construction process is currently in progress. The weekly status information is
being used to refocus resources and communicate with the project team. The critical chain
commissioning and start-up schedule is in place. To date, it has been a valuable tool
to focus resources on the high priority tasks and communicate risk and progress with
Boise senior management.
